QML: Make QtQuickControls 1 imports available under 1.QT_MINOR_VERSION

Follow the convention estabished by other Qt modules, and make the QtQuickControls imports always available under the latest Qt minor version -that is,

import QtQuickControls 1.13

for Qt 5.13. See the parent task for the details on how to do this.
