Create a wip/cmake branch in qt5 repo to update provisioning to provide a CMake v3.14 binary

      This would allow us to enable CI builds of qtbase using CMake. The relevant task for that is in QTBUG-74139
      To keep it simple we should probably use only 1 configuration, probably Linux.

      Approaches:
      1) We could either wget one of the 3.14 RCs from https://cmake.org/download/ and install them
      2) Or we could maybe wget the sources and build it in the provisioning script (not sure how bad is that).
