Investigate and improve the Windows build

      We should investigate the state of the Windows + Qt + CMake build.

      Known issues so far:
      1) The conversion of the Qt ANGLE project. QTBUG-74141
      2) Finding flex and bison binaries in the user system, which are used for building Qt ANGLE if i recall correctly. QTBUG-74142
      3) Certain modules have issues with automoc messing up include order in mocs_compilation.cpp (QtNetwork)
      4) QT_PLUGIN issues with sql odbc driveer
      5) Fixes to build qmake
