Provide more positive review comments for first time contributors

We have a tendency to provide only the improvement suggestions in the code review and less highlight the positive items (that do not have anything to change). This works quite ok for regular contributors who are accustomed to this, but for a first time contributor this can feel rather negative. Culture of commenting the contributions (internal and external) should grow towards having more of the positive feedback.
