[Accessibility] Add a HeadingLevel to QML Accessible and surface it in QWindowsUiaMainProvider

Missing property implementation HeadingLevel which enables Accessibility Tools to correctly interpret a text as the title of a page - the same way that can be achieved on web pages using ARIA annotations
