      As an operator of an HTTP server, I need to protect the system running the server against denial-of-service attacks, flooding with data, or brute-force credential hacking attempts.

      To do this, I need to be able to configure rate limits in the server.

      As the developer of the HTTP server application, I need to provide the respective mechanisms, using the available Qt APIs.
