Missing plugins.qmltypes from QtCharts after building from single source package

    Description

      When building using the so called 'single' source package (tar or zip) the plugins.qmltypes file does not get created in build. Building from git 5.13 branch, this is not reproducing.

      The Qt Creator uses plugins.qmltypes to recognize the module as a known type.

      It's verified in an RTA test:

       Not found: /home/qt/RTA/src-5.13/qtbase/qml/QtCharts/plugins.qmltypes

      Configure options used:

      run cmd ./configure -qt-libjpeg -qt-libpng -qt-xcb -qt-pcre -qt-harfbuzz -openssl -confirm-license -nomake tests -nomake examples -verbose -release -skip qtwebengine -skip qtwebview -skip qt3d -commercial -prefix /home/qt/RTA/src-5.13/qtbase >> configure_output.txt 2>&1 in /home/qt/RTA/src-5.13
