Qt 5.12.3 Debug under Windows 10 is broken

    Description

      1. After running windeployqt on an exe-file which was compiled with MSVC-2017 (64 bit) in Debug-Mode, the followind dlls are NOT copied to the exe-folder:

      libgcc_s_seh-1.dll
      libstdc++-6.dll
      libwinpthread-1.dll

      1. If the exe needs Qt5Svgd.dll, it fails to start with the following message:

      "The procedure entry point ?qt_metacast@QSvgRenderer@@UEAAPEAXPEBD@Z was not found"
