Remove legacy text codecs from qtbase

    Description

      Get rid of the built-in support for legacy text codecs that are not Unicode or ISO-8859-*. Instead, rely on the generic ICU support.

      Alternatively move these codecs to a separate repository.

      This would also allow us to get rid of some third-party acknowledgements for Qt Core.
