WMF: When playing videos of a certain MP4 type then occasionally it will only show the main color and not the whole video

WMF: When playing videos of a MP4 type (ISO Media, MP4 Base Media v1 [IS0 14496-12:2003] ) then occasionally it will only show the main color and not the whole video.

In the example attached, after fixing the path to the location of where failing_c.mp4 is placed then run and it will play the video over and over. You should see that occasionally you just see the main color of the frame and not the whole frame. This only happens with the WMF plugin.
