Keyboard not working properly on Ubuntu 18.04 with multiple layouts

If you have two keyboard layouts configured in Ubuntu 18.04, the first configured layout is broken.

For example, if a German and English layout is configured (in this order), then the first one is somewhat broken - e.g. Shift+Cursor doesn't work for the first entry (German), but will work for the second one (English). Note: You may have to restart the X-Server after configuring the keyboard.
