Resize arrow appears even when widget is Fixed Size

    Description

      If a widget is of fixed size, resize arrow is visible when mouse is taken on edge of window indicating that window can be resized.

      This was working good (not showing any resize cursor) in Qt5.9.x it seems to be broken in Qt510 onwards.
