      Old version of documentation:  https://doc.qt.io/archives/qt-5.11/windows-requirements.html

      contains full list of Qt for windows dependencies, including perl and python.
      Current version ( https://doc.qt.io/qt-5/windows-requirements.html) lacks those dependencies in documentation, and they are still required for building Qt on windows.
