Add function to tear off a popup menu programmatically

    Description

      There is QMenu::hideTearOffMenu to hide the tear off menu, but there is no API to show it, which makes it impossible to implement a user interface where this could be done in a more straight-forward fashion that clicking on the handle (i.e. right click on the menubar entry).
