Missing MySQL plugin dll in latest 5.12/5.13 windows release

      After I install qt-opensource-windows-x86-5.13.1.exe in D:\Qt\

      I can not find "qsqlmysql.dll" and "qsqlmysqld.dll" in D:\Qt\Qt5.13.1\5.13.1\msvc2017_64\plugins\sqldrivers

      And I don't see any explanation about this either in assistant or on wiki.

      For Qt 5.12, MySQL plugin dlls are included before 5.12.3. However start from 5.12.4 they are not included.

      In my opinion, all the Qt 5.12.x subversions should keep the same install list. It is an LTS version and lots of people are using it.
