Do not build debug-and-release packages for MinGW

    Description

      Commit ddbebe9daca6358e00ea61445c4fd90ae5f6b67a in qt5 prepared for the transition to build our packaging builds of Qt for MinGW as release libraries only. Users can still build applications in with debug symbols enabled and mix them with the release DLLs of Qt, as no MSVC runtime DLL is necessary when using MinGW.

      There are changes pending qtbase however to complete that transition, which need to be fixed before 5.14.0 or we need to revert that change.
