Scrolling with the mouse wheel on a ScrollView has flick/inertia behavior

The documentation for ScrollView claims:

When interacted with a mouse device, flicking is disabled and the scroll bars are interactive.

But even with a the very simple example attached, this is not the behavior that I see. When scrolling with the mouse wheel the ScrollView will continue to scroll with some inertia/deceleration.
