New QWheelEvent constructor does not have Qt version of introduction noted

I found out the hard way (during CI of my project with an older Qt version) that the constructor documented at https://doc.qt.io/qt-5.12/qwheelevent.html#QWheelEvent-6 does not exist in Qt 5.11.3 (at least on the Linux version I was using) - compare with https://doc.qt.io/archives/qt-5.11/qwheelevent.html !

I believe the text needs a "This function was introduced in Qt 5.12" warning/advisory note...
