Prep installer for QUL

1. Create a place (ftp server) to where development team puts package(s) to be delivered via online installer (note: Today the images are available under https://git.qt.io/sihausma/qtultralight/-/releases and UL team will do the move for final image)
2. Create repository configurations for MCU online repository
3. Create Jenkins packaging flow to generate needed MCU online repository
4. Generate json files for new mcu online repository
5. (Maybe create a monitor to check new packages in 1. & re-build repositories automatically in staging server in case of new packages in the server)
6. Publish mcu release when needed
