offline tiles of OSM plugin are not loaded if system is offline

      When starting an application without an internet connection,

      offline tiles defined in the OSM QtLocation plugin do not load.

      If the application goes offline, already loaded tiles are shown.

      The bug was reproduced with Paolo's example project attached to blog post
