Allow the handling of mouse/touch events in a direction that the SwipeView is not monitoring to be passed on to the item underneath

Allow the handling of mouse/touch events in a direction that the SwipeView is not monitoring to be passed on to the item underneath. That way if the SwipeView is in a Flickable then vertical scrolling can still occur if the SwipeView only cares about horizonal swipes.
