Provide separate debug info package for MinGW

      Since Qt 5.14.0, MinGW is configured with

      -force-debug-info -separate-debug-info

      Consequently, the debug symbols for e.g. QtCore are now separate (e.g. Qt5Core.dll.debug).

      Anyhow, the 5.14.0 and 5.14.1 preview packages do not yet provide separate (virtual) packages for the debug information in MinGW.
