Make it possible to change the aspect ratio for a SVG based icon

    Description

      n QtSVG a feature was reverted and indicated to be an opt-in in order to make it possible to keep the aspect ratio when it is rendered (see 3e2823a147b2dca492fece187facfe39f4d33bed in QtSVG - https://codereview.qt-project.org/c/qt/qtsvg/+/286086/3).

      Since this feature will be opt-in when a SVG file is rendered, then it would be good if this can be supported by icon rendering so that if the format supports it (such as SVG) then it would pass this on to the renderer.

      This would be relevant both in Qt GUI for QIcon and Qt Quick Controls 2 too for the icon property usage.
