Support Clang/MSVC on Windows

    Description

      Investigate whether we can officially support building Qt for Windows with Clang, in addition to MinGW/GCC and MSVC.

      This gets some urgency by Chromium switching to Clang on Windows: QTPM-830

      Note that there's an according mkspec already: win32-clang-msvc , but the platform is not actively tested or officially supported by us so far. So the first step would arguably be to enable the platform in the CI.
