Decide on QStateMachine placement for Qt 6

    Description

      https://bugreports.qt.io/browse/QTBUG-80316 recommends to move QStatemachine out of Qt Core during the Qt 6 cleanup phase.

       

      However, we need to identify whether QStatemachine itself will be deprecated in favor of the SCXML based solution, or both solutions should exist in the scxml module.

      The result of this spike will then lead to a implementation decision on above task.
