Qt LICENSE file should be created in build directory

The LICENSE file is created in the Qt source directory even when configure is run from another location. This becomes a problem if the source directory is read-only. The LICENSE file should be created in the build directory, since it is possible to use one source package for multiple builds under different licenses.
