QBluetoothDeviceDiscoveryAgent::error not emitted in Windows when the Bluetooth is turned off in Windows Bluetooth settings

      The issue was observed while testing the lowenergyscanner provided by Qt. The bluetooth is turned off before performing the device scan. On initiating device scan, the error signal is not emitted. The issue is observed in Windows. In Android, the error signal is emitted
