patch_capabilities needs to work on Linux

patch_capabilities is normally run like this: "patch_capabilities Qt_template.pkg release-armv5" in order to lower the capabilities to a level that can be selfsigned for the phone. This needs to work on Linux.

Note that the release-armv5 argument is irrelevant for makefile based build system, since it only builds one configuration anyway.
