UWP apps use wrong keyboard layout for shortcuts

      1. Have a German keyboard.
      2. Build and run the shortcuts manual tests from qtbase\tests\manual\shortcuts\shortcuts.pro.
      3. Press "Ctrl++".
        It will trigger "Ctrl+]".
      4. Press "Ctrl+#".
        It will trigger "Ctrl+\".

      This seems like the app reacts to an English layout. Pressing "Ctrl+Y" is handled correctly, though.
