Q12020 Flaky failing autotest function tst_resize_count in qwidget_window

This may be closely be related to QTBUG-66345, but it has been already closed and it is missing this version information. The related bug was created two years ago and it already has an epic link. Hence new bug report created to monitor and control Q1/2020 flaky failing incidents. There has been flakiness since last update to that related bug.

The wanted action

• Please delegate this task to a suitable developer
• Fix the autotest flakiness in all affected versions, not just one. 
• Cherry-pick the fix to all relevant branches
• Mark the fix versions to Jira
• Try to fix the actual issue instead of just blacklisting the test function
