Expose QQuickItemPrivate::isTabFence to the public API

"Tab fence" concept can be very useful for structuring the UI and writing custom controls. There're 2 places in my current app where I would use it if it was an option. It makes perfect sense to expose `isTabFence` as a part of `QQuickItem::Flags`, just like `ItemIsFocusScope`.
