Support enabling and disabling event filters to prevent changing their order of activation

It would be nice if Qt supported enabling and disabling of event filters. Event filters can be installed and removed, but re-installing an event filter will change the order of activation, as the last event filter installed is activated first.

Enabling and disabling event filters would allow event filters to be temporarily disabled without changing the activation order.
