Make qtbase compile without QT_CONFIG(timezone)

      When configuring qt5 with -no-feature-timezone, there are multiple compilation errors on Ubuntu 18 due to QTimeZone being excluded from the compilation and final binary package. Both public headers, implementation files and qtbase tests are affected. Implementation is not capable to support anything except Qt::LocalTime when time zones are disabled, which is erroneous (at least in some non-localtime cases).
