Unstable VSYNC in 'requestAnimationFrame' API based tester

    Description

      All sorts of extreme fluctuations are observed with vsynctester in webengine (minimal/simplebrowser,quickbrowser). Chromium 81 performs fine. Situation improved significantly since 5.12, and 5.15 only shows rare peaks, although quite regular. This makes window.requestAnimationFrame API a bit unreliable in js code.
