qdoc: Allow expansion of config variables

QDoc allows already for expansion of environment variables within .qdocconf files.

Allow also expansion from other defined variables locally or from include()d .qdocconf files. This would enable more flexibility, for example, appending to a base URL defined in a global template, or customizing the template itself without having to redefine variable(s) entirely.
