Investigate statics builds of QDoc (core, qmldevtools) and attribution scanner (core)

Investigate requirements for building QDoc + attribution scanner statically in CI; the assumption is this would make it easier to provision these tools in CI for the purpose of running docs builds for all integrations.

If the module is configured to have documentation build targets, a drop-in replacement for the qdoc binary (co-located with qmake) should suffice.
