App "got your location in the background"

As a developer, I have an app that does not use location.
However I was surprised to have a notification on my Samsung GS9 (API28) that my app "got the location in the background."

I don't know why it did, or how the OS detected that. It's not so much an issue for me because this app is internal, but I feel it could be a major trust issue for other apps. I will also likely require justification to our internal users so they don't think the company is tracking them.
