Windows static build unable to create qmake_ generated qrc files

    Description

      Using a windows static build (msvc2015 and msvc2019) fails when using a project with the syntax

      foobar.files = ...
foobar.prefix = ...
foobar.base = ...
RESOURCES += foobar

      with the error that qmake_foobar.qrc cannot be found, and then some other cascaded errors
