Implement building and running tests for qemu configurations

    Description

      qemu armv7 build coverage was added in https://bugreports.qt.io/browse/QTBUG-78946
      but we currently don't build and run tests.

      We should build and run tests.

      This will require modifications to the qtbase Coin instructions because currently we never build tests when cross compiling.

      The tests are never built for cross-compiled configs due to iOS and Android being the first cross-compilation configs for which we don't run tests. But with qemu we can do it.
