Add a macOS debug_and_release build using MultiConfig Ninja for all repositories

    Description

      Currently there are no Ninja Multi-Config macOS configuration tested in the CI, because we were waiting on the release of CMake 3.18.0 which contains various fixes to make it work on macOS.

      Some additional work might still be needed, because this hasn't been tested locally for a while.
