ImageIO: Triage format handlers in qtbase

Go through the image format handlers in qtbase - both the built-in handlers in QtGui and the plugins, and determine if they are still suitable and useful to have in qtbase, or if they should be moved out to qtimageformats, or discontinued. Considering maintenance burden and security considerations.
