Some minor problems with FLM files collected to one task:

1) FLMs should not have more than one phase dependency (e.g. EXPORT or $(ALLTARGET)).
2) -include $(FLMHOME)/metaflm.mk statements are obsolete and should be removed
3) Single extra compiler target failure would wreck the whole platform build as it would halt build at EXPORT phase -> add FORCESUCCESS to startrule call so that unrelated components can continue building.
4) qmake_extra_pre_targetdep.flm is not actually executed in EXPORT phase where it should unless the interface includes .export in it's name
