Change license of Qt Graphical Effects

      While Qt Graphical Effects continues to be supported for Qt 5.15, it is not intended to be brought to Qt 6 in similar form.

      License of Qt Graphical Effects in its 'dev' branch is to be changed to Commercial / BSD (i.e. https://code.qt.io/cgit/qt/qtbase.git/tree/header.BSD).

      No changes to licensing in other branches than the 'dev' branch of Qt Graphical Effects, thus no needs to change the documentation of it either.
