SVG image format plugin should test more correctly if it can read a filez

QSvgPlugin::capabilities() returns CanRead only if the format is "svg"; a comment indicates that canRead is disabled for now because it's hard to detect whether the file is actually svg without parsing it. We should improve this heuristic.
