Teach configure.bat to understand -cmake and forward CMake params

    Description

      The Unix qtbase/configure.sh understands the -cmake argument, and allows configuring qtbase with CMake.

      The same should be possible to do with configure.bat on Windows.
      Use the table from https://codereview.qt-project.org/c/qt/qtbase/+/306454 to implement the mapping.
