Qt headers should be /permissive- clean

      Client code may want to use /permissive- on MSVC; hence headersclean has to use it to ensure our headers are clean. At least 6.0 isn't clean at the moment (e.g. qtbase fails in qmetatype.h https://codereview.qt-project.org/c/qt/qtbase/+/307770 ), but 5.15 should ALSO be cleaned since it's a LTS.
