Implement CMake equivalent for load(qt_app)

    Description

      We currently don't have a CMake abstraction for qt apps, projects that have a load (qt_app) call.

      We should have that, to correctly handle build flags and installation location.

      Example of qt_apps are all tools, and projects like Qt Assistant.
