Qt on Windows 10 and ARM64 (WoA) as target

    Description

      Microsoft and ARM will be pushing ARM64 based Windows 10 hardware to the market with several vendors. We need to address this market trend and ensure Qt apps can be build for this HW on windows.

      Initially the need for WoA is a target, later it may also be a host. Host cross compilation environment depends on QTBUG-81947 Compilers and Toolchains in Container requirement.

      Surface Pro X is the reference HW for this.
