windeployqt.exe does not create/copy qt_zh_CN.qm file

    Description

      windeployqt.exe tool without "--no-translations" parameter creates and moves all supported by Qt *.qm files except qt_zh_CN.qm

      I believe there is something wrong with deployment for zh_CN related qm files.

      For example, qtbase_zh_CN.qm is abnormally big and qt_zh_CN.qm is missed (comparing with zh_TW related qm files in Qt translations directory).

      I know this is a very old bug and I wonder why it isn't fixed so far.
