build fails on latest mingw-w64 8.0

      the following tests passed on new mingw-w64 8.0 but actually cannot build. (mingw-w64 7.0 cannot pass, so no issue)

      1. $\src\qtdeclarative\config.tests\d3d12 (passed, but missing fxc.exe for shaders)
      2. $\src\qtmultimedia\config.tests\wmf (DirectX header partial completed)
